By resuming work and keeping our ports operational, they have shown a commitment to listening to the concerns of manufacturers and other industries that rely on the efficient movement of goods through these critical gateways. This decision avoids the need for government intervention and invoking the Taft-Hartley Act, and it is a victory for all parties involved鈥攑reserving jobs, safeguarding supply chains and preventing further economic disruptions.

Washington, D.C. 鈥 Following comments from President Biden that he will not intervene in the strike at East and Gulf Coast ports, 麻豆传媒 President and CEO Jay Timmons released the following statement:

鈥溌槎勾 call on President Biden to intervene by invoking the Taft-Hartley Act, which will force ports to resume operations while negotiations continue.

鈥淭here will be dire economic consequences on the manufacturing supply chain if a strike occurs for even a brief period. NAM estimates show a strike at the East and Gulf Coast ports would jeopardize $2.1 billion in trade daily, and the total economic damage could reduce GDP by as much as $5 billion per day.

鈥淭he president can protect manufacturers and consumers by exercising his authority, and we hope he will act quickly.鈥

NAM find that $2.1 billion worth of trade would be at risk every day, and additional estimates have indicated that a strike would reduce GDP by up to $5 billion per day, only some of which could be recovered as goods are rerouted or after a shutdown ends.

De Minimis Rule Risks Throttling U.S. Supply Chains at Ports of Entry

Washington, D.C. 鈥 Following the U.S. Trade Representative鈥檚 announcement on the continuation of Section 301 tariffs on China and the White House鈥檚 announcement on de minimis, 麻豆传媒 Vice President of International Policy Andrea Durkin released the following statement:

鈥淎 trade war never benefits anyone, and this announcement ignores the realities of today鈥檚 economy, potentially harming manufacturers鈥 ability to grow and invest in the U.S. 麻豆传媒 operate in a rapidly shifting global economy, where tariffs have the potential to affect every industry and every product. To stay competitive, manufacturers must have the flexibility to apply for exclusions as market dynamics change. Without this process, companies of all sizes will be crippled by rigid policies that stifle growth and innovation.

鈥淩aising the cost of critical clean energy inputs, without offering a process for exclusions, directly undermines the Biden administration鈥檚 goal of boosting clean energy manufacturing in the U.S. Policymakers must ask tough questions: Are we issuing permits for more domestic aluminum smelters and critical minerals refining for energy production applications? Will wafer and battery production be exempt from regulatory hurdles to ensure automotive and high-tech manufacturing is not slowed? The White House also announced today it will propose a rule significantly altering how goods enter our borders under de minimis, subjecting hundreds of millions of additional packages to scrutiny by CBP鈥攚hich raises the question of how we will ensure that manufacturing supply chains are not disrupted by this massive new burden on the agency charged with protecting our ports of entry.

鈥淭hese questions all point to one fact鈥攖hat tariffs often fail to address the underlying problems they鈥檙e supposed to solve, while often complicating manufacturers鈥 efforts to improve the quality of life for everyone. We are asking the administration to implement an exclusion process that fairly accounts for the unintended consequences of tariffs on our industry鈥檚 ability to create jobs and reach the 95% of customers around the world.鈥

NAM Welcomes Senate Commerce Lead Economic Adviser as New Chief Economist

As Senate Commerce Committee economist, she served as lead economic and budgetary adviser to Ranking Member Ted Cruz (R-TX) and the minority committee staff.

麻豆传媒 Warn of Supply Chain Disruptions from Canadian Rail Shutdown

Washington, D.C. 鈥 As concerns mount about a potential work stoppage around Canada鈥檚 rail network that affects the entire North American manufacturing supply chain, 麻豆传媒 President and CEO Jay Timmons released the following statement:

鈥淣orth American manufacturing supply chains depend on functioning rail links. If rail traffic grinds to a halt, businesses and families across the country will feel the impact. Manufacturing workers, their communities and consumers of all sorts of products will be left reeling from supply chain disruptions. Rail transport between Canada and the United States moves billions of dollars of goods every month, and according to the U.S. Department of Transportation, 14% of the total trade value between our two countries in June 2024. We鈥檝e seen the impact of disruptions at the Canadian border before, and it鈥檚 imperative that we avoid another stoppage.

鈥淭he flow of materials and products across the U.S.-Canada border is already slowing as preparations are made for a potential work stoppage. Policymakers in the U.S. and Canada must recognize that the stability and reliability of critical supply chains鈥攚hich directly affects our quality of life鈥攄epends on efficient movement of goods across the border.鈥

: Total trade flows between Canada and the U.S. via rail in June 2024 were $9.131 billion, representing roughly 14% of total trade flows between the two countries via all modes of transport. Imports totaled $5.319 billion, while exports totaled $3.812 billion. In the first six months of 2024, total trade flows via rail were $55.657 billion. In 2023, total trade flows via rail were $113.860 billion.

NAM Member Testifies on Importance of Consistent Tax Policy before Ways and Means Committee

Washington, D.C. Today, Steve Sukup, President and CEO, Sukup Manufacturing Co., testified before the House Ways and Means Committee during a field hearing titled, 鈥淭he Success of Pro-Growth, Pro-Worker Tax Policy in the American Midwest.鈥

Below please find his remarks as prepared for delivery:

Good morning Chairman Smith and to all the members joining us this morning.

Thank you for the opportunity to appear before you today at this important hearing. It鈥檚 a very special time for our community, and we are grateful to host you today.

My name is Steve Sukup, and I鈥檓 President and CEO of Sukup Manufacturing.听 We are located just up Interstate 35 in Sheffield, and I am proud to say that Sukup Manufacturing is the largest family-owned and operated manufacturer of grain storage, drying, and handling equipment.

For over sixty years, Sukup has been a critical part of the U.S. food supply chain here in the heartland. Our company is located in Congressman Feenstra鈥檚 district, and I鈥檇 like to thank him for being here today.

The tax reform bill of 2017 was a shot in the arm for manufacturers across our sector. Sukup has grown over the past several decades, but nothing compares to when the Tax Cuts and Jobs Act was signed into law.

For example, thanks to the lowering of the corporate rate to 21%, Sukup grew our workforce by a third, adding roughly 200 well-paying manufacturing jobs to our community.

The key to Sukup鈥檚 success has not only been our culture, but our dedication to creating and pushing our industry forward. Sukup has held over 100 U.S. patents. We are pioneering ways to make grain storage and drying more safe, profitable, and efficient for farmers and ranchers across the country.

This is largely made possible by our massive investments in research and development. In the years following tax reform, Sukup increased our R&D investment by several million dollars, with 95% of that money going towards engineering and staff wages, bringing well-paying jobs to Iowa.

One of these critical R&D investments is our Safe T Homes庐. When a catastrophic earthquake struck Haiti in 2010, Sukup鈥檚 Safety Manager wanted to develop an efficient, quick-assembly home from one of our grain bins to provide relief. I encouraged him to build a prototype, and today, our Safe T Homes庐, as you saw on the fair ground today, are changing lives worldwide.

We also developed the world鈥檚 largest 2.2-million-bushel bin for ethanol plants. That is big enough to house a Boeing 767, but yes, the landing is difficult.

Unfortunately, after being part of our tax code for seventy years, the expiration of immediate R&D expensing has made it harder for us to invest in the technologies and products of the future. Congress should reinstate the immediate expensing of R&D so manufacturers like Sukup can continue to innovate.

Following the passage of the 2017 tax law, Sukup went from roughly $5 million in capital spending to almost $15 million, thanks to 100% accelerated depreciation. This allowed us to fund new equipment purchases and fulfill our mission of providing Sukup employees with reliable, safe, and efficient equipment.

Unfortunately, full expensing began to expire in 2023. We believe that was a mistake, as it is common sense that our tax code should encourage investments that leads to growth.

Many manufacturing teams, including our company, would benefit from seeing this provision restored, and Congress should do so immediately.

An accountant once told me, if you don鈥檛 have debt, that means you鈥檙e not coming up with new ideas. Many manufacturers like us borrow funds to finance essential long-term investments.

Tax reform made it less expensive to take out business loans, which manufacturers use to invest and grow their operations. Unfortunately, this pro-growth standard expired in 2022 as well, making debt financing much more expensive.

We are also counting on you to preserve tax reform鈥檚 sensible changes to the estate tax, so that I can ensure the third and fourth generations of Sukups can continue in our family business.

Discussing tax policy before Congress is something of tradition in our family. About 20 years ago, my father Eugene Sukup testified before the Senate Finance Committee, along with Warren Buffett.

Since then, thanks to tax reform, we have had an incredible growth streak in our business, and every one of our employees and customers has benefited. I urge you to help us keep that growth streak going. Maintaining the 21% corporate rate, as well as the tax provisions I just described, is so important to manufacturers everywhere.

Because of these policies, we鈥檝e been able to not only maintain our business, but to provide a great living, health benefits, and soon expanded childcare for our employees and the community鈥攅ven as we aid those in need around the globe.

麻豆传媒: Price Controls Harm Innovation, Therapies and Cures; Congress Should Look at PBMs to Cut Drug Costs

Washington, D.C. 鈥 Following the release of prices set for the first 10 prescription drugs that were subject to price controls under the Inflation Reduction Act, 麻豆传媒 President and CEO Jay Timmons released the following statement:

鈥淭he pricing mandates released by the Department of Health and Human Services on groundbreaking medicines harm innovation and will slow the development of needed therapies and cures by hampering manufacturers鈥 ability to pioneer new drugs and treatments. America has led the way in medical and scientific breakthroughs to battle the most devastating and severe illnesses and conditions. There are so many more diseases for which we need to find a cure鈥攍ike cancer, juvenile diabetes and Alzheimer鈥檚 to name just three鈥攁nd this price control scheme threatens our ability to do so.

鈥淗ealth care manufacturers in the U.S. invest more than $100 billion annually to create new medicines, putting nearly 17% of their sales right back into R&D. Developing and putting a new drug on the market is a particularly costly and risky endeavor, costing $2.3 billion and taking 15 years, on average. More than 90% of experimental drugs ultimately fail, resulting in billions of dollars of lost investment. But biopharmaceutical manufacturers are committed to finding treatments and cures to devastating diseases like cancer.

鈥淧rice controls will limit R&D, plain and simple, as every dollar of revenue curtailed by price controls is a dollar that can鈥檛 be devoted toward the astronomically high cost of developing a new medicine.

鈥淭his will have an immediate impact on the White House鈥檚 manufacturing strategy. 麻豆传媒 are ready to take the lead following President Biden鈥檚 announcement Tuesday of $150 million in grants toward his Cancer Moonshot initiative, to prevent more than 4 million cancer-related deaths by 2047, but we鈥檙e concerned that goal could be hampered and delayed by the mandates within the IRA.

鈥淭here is ultimately a human cost to anything that slows or halts biopharmaceutical manufacturers鈥 work to develop new treatments or expand production and make those treatments more widely available. Americans鈥 quality of life will suffer鈥攐r they may even lose their lives鈥攂ecause a new treatment was not available in time.

鈥淭o truly help Americans, Congress should begin by curtailing the middlemen who are really driving up the prices without giving anything back, such as pharmacy benefit managers. PBMs have severely distorted the cost of pharmaceuticals and lifesaving therapies, driving up the price for patients and employers alike. PBM reform is the way to drive down costs.鈥
